Iran to sign gas deal with China on Wednesday
Iran will finally sign a contract with China National Offshore Oil Corp (CNOOC) this week to develop its northern Pars gas field, a news agency reported on Tuesday.
The Oil Ministry's news website SHANA said the contract will be signed on Wednesday and was believed to be worth about $16 billion without giving further details.

For those who have doubts about miracles, a double one occurred Monday. An
honest National Intelligence Estimate (NIE) on Iran’s nuclear program has
been issued and its "key judgments" were made public. With redraft after
redraft, it was what the Germans call "eine schwere Geburt"—a difficult
birth, ten months in gestation.
I do not know how often Vice President Dick Cheney visited CIA
Headquarters during the gestation period, but I am told he voiced his
displeasure as soon as he saw the first sonogram/draft very early this
year, and is so displeased with what issued that he has refused to be the
godfather.

Canadian Judge Invalidates Country's Refugee Treaty With U.S
Canada's treaty with the U.S. on the treatment of refugees is illegal because the U.S. doesn't comply with conventions protecting asylum seekers and sometimes sends people to countries where they may be tortured, a Canadian judge said.
Canada entered into an agreement on the treatment of refugees with the U.S. in 2004, as part of the two countries' ``Smart Borders Declaration.'' The accord bars Canada from considering refugee applications from people who arrive in the country from the U.S. by land. Canada is required to send those asylum seekers back to the U.S.

Israel seeks to buy $1.3 billion of US missiles
The Bush administration announced tentative plans on Oct. 31 to sell Israel up to $1.32 billion worth of advanced guided TOW and Hellfire missiles, munitions and other weapons.
The notice of a proposed sale is required by US law. It does not mean a sale has been concluded. Congress has the power to reject proposed arms sales, but rarely does so.

Immunity Deal Hampers Blackwater Inquiry

The State Department promised Blackwater USA bodyguards immunity from prosecution in its investigation of last month's deadly shooting of 17 Iraqi civilians, The Associated Press has learned.
The immunity deal has delayed a criminal inquiry into the Sept. 16 killings and could undermine any effort to prosecute security contractors for their role in the incident that has infuriated the Iraqi government.

Byrd: Senate’s ‘Saber-Rattling’ Is ‘Sleep-Walking’ America To War With Iran
On the Senate floor today, Sen. Robert Byrd (D-WV) decried the recent Kyl-Lieberman amendment on Iran that 72 of his colleagues voted for, calling it an exercise in “international verbal spitball.” Byrd warned his colleagues against “sleep-walking” into another war, saying “I hope that we can stop this war of words before it becomes a war of bombs.”
Byrd added that the Senate’s “chest-pounding” and “saber-rattling” towards Iran was “deeply troubling,” as the Iraq war has shown “all too clearly where it leads”:
It is deeply troubling to see the U.S. Senate joining the chest-pounding and saber-rattling of the Bush administration. I am no apologist for the Iranian regime, anymore than I was for Saddam Hussein, but I fear that we may become entangled in another bloody quagmire. We have been down this path before. We have seen all too clearly where it leads.

BEIJING (AFP) — There was no champagne, no music, and just a few young women in traditional dresses.
The low-key ceremony that marked the launch of China Investment Corp. this weekend could reflect the cautious manner in which Beijing intends to unleash the largest fund in history onto the world's financial markets.
The much-anticipated corporation will be in charge of 200 billion dollars -- nearly one-sixth the nation's enormous forex reserves -- but it will not flaunt its wealth, observers said.

Hersh: Bush admin planning ’surgical’ strikes in Iran
The president is connecting Iran to attacks on U.S. forces in Iraq. Cheney’s rhetoric is becoming more strident. Congress Quietly Approves Billions More for Iraq War
The Senate agreed on Thursday to increase the federal debt limit by $850 billion -- from $8.965 trillion to $9.815 trillion -- and then proceeded to approve a stop-gap spending bill that gives the Bush White House at least $9 billion in new funding for its war in Iraq.
Additionally, the administration has been given emergency authority to tap further into a $70 billion "bridge fund" to provide new infusions of money for the occupation while the Congress works on appropriations bills for the Department of Defense and other agencies.

David Petraeus and Ambassador Ryan Crocker on the status of the occupation of Iraq has been made, providing Americans, via the compliant media, with the spectacle of loyal Bush yes men offering faith-based analysis in lieu of fact-based assessment. In the days and weeks that have since passed, two things have become clear: Neither Congress nor the American people (including the antiwar movement) have a plan or the gumption to confront President Bush in anything more than cosmetic fashion over the war in Iraq, and while those charged with oversight mill about looking to score cheap political points and/or save face, the administration continues its march toward conflict with Iran unimpeded.

As we all know, first cheap and now high-tech Chinese goods have saturated
the US Market for well over a decade now.
This created a very large strain on the balance of trade between the US and
China.
Additionally, the Chinese government to keep that imbalance running at full
steam kept their currency the Yuan pegged to the dollar so that their
currency would maintain at a fixed "low" rate to the dollar and thus their
manufactured goods would remain cheap in comparison to US Goods where their
currency would not appreciate to the dollar and thus cheaper Chinese
products.

Air Attack on Iran in the works
It looks like a military strike is in the works and I base that on two things: observable fact and the rhetoric emanating from the White House. There’s a lot of movement of troops and material into the region–it’s stuff the United States can’t hide. It’s a huge expense to put Navy battle groups in the Gulf and we’ve got three of them there. We’ve also moved new fighter planes to Guam amidst much public fanfare. You can plainly see the upturn in US Naval activity in and around the Norfolk Naval installations. The movement of ships, re-supply, ammunition loading and general level of activity is high.
The Naval facilities and the ammunition loading areas are well known, and the activity is readily visible, especially at night. There’s a stream of ships coming in to load up and when they take off new ones come in. There’s only one part of the world where all that stuff is heading. Also, everyone I know who would be involved in an attack on Iran–pilots and other air assets–is gone. Normally some of them are around but now all of them are away at the same time.
The other evidence of a likely strike is all the harsh talk from the White House. President Bush has been talking about Iran a lot more recently, and he put the Revolutionary Guard on the list of terrorist groups. Whatever you think of the president, he has said he won’t let Iran move forward with its nuclear program. I’d take him at his word.

Fears of dollar collapse as Saudis take fright
Ben Bernanke has placed the dollar in a dangerous situation, say analysts
Saudi Arabia has refused to cut interest rates in lockstep with the US Federal Reserve for the first time, signalling that the oil-rich Gulf kingdom is preparing to break the dollar currency peg in a move that risks setting off a stampede out of the dollar across the Middle East.
"This is a very dangerous situation for the dollar," said Hans Redeker, currency chief at BNP Paribas.
"Saudi Arabia has $800bn (£400bn) in their future generation fund, and the entire region has $3,500bn under management. They face an inflationary threat and do not want to import an interest rate policy set for the recessionary conditions in the United States," he said.

Greenspan: Euro Gains As Reserve Choice
FRANKFURT, Germany (AP) -- Former U.S. Federal Reserve chairman Alan Greenspan said it is possible that the euro could replace the U.S. dollar as the reserve currency of choice.
According to an advance copy of an interview to be published in Thursday's edition of the German magazine Stern, Greenspan said that the dollar is still slightly ahead in its use as a reserve currency, but added that "it doesn't have all that much of an advantage" anymore.

The Iran Attack That Wasn't
How reporters trumped up a story about Iranians killing Americans in Iraq.
On July 2 and 3, The New York Times and the Associated Press, among other media outlets, came out with sensational stories saying that either Iranians or Iranian agents had played an important role in planning the operation in Karbala, Iraq last January that resulted in the deaths of five American soldiers. Michael R. Gordon and John F. Burns of The New York Times wrote that "agents of Iran" had been identified by the military spokesman as having "helped plan a January raid in the Shiite holy city of Karbala in Iraq in which five American soldiers were killed by Islamic militants …"
Lee Keath of the Associated Press wrote an even more lurid lead, asserting that U.S. military spokesman Brig. Gen. Kevin Bergner had accused "Iran's elite Quds force" of having "helped militants carry out a January attack in Karbala that killed five Americans."

Was a Covert Attempt to Bomb Iran with Nuclear Weapons foiled by a Military Leak?
Critically exploring whether or not there was a covert attempt to instigate a catastrophic nuclear war against Iran is illuminated through an introduction using the recent B-52 Incident.
On August 30, a B-52 bomber armed with five nuclear-tipped Advanced Cruise missiles travelled from Minot Air Force base, North Dakota, to Barksdale Air Force base, Louisiana, in the United States.
Each missile had an adjustable yield between five and 150 kilotons of TNT which is at the lower end of the destructive capacities of U.S. nuclear weapons. For example, the atomic bomb dropped on Hiroshima had a yield of 13 kilotons, while the Bravo Hydrogen bomb test of 1954 had a yield of 15,000 kilotons. The B-52 story was first covered in the Army Times on 5 September after the nuclear armed aircraft was discovered by Airmen.

Is China quietly dumping US Treasuries?
A sharp drop in foreign holdings of US Treasury bonds over the last five weeks has raised concerns that China is quietly withdrawing its funds from the United States, leaving the dollar increasingly vulnerable.
Data released by the New York Federal Reserve shows that foreign central banks have cut their stash of US Treasuries by $48bn since late July, with falls of $32bn in the last two weeks alone.

Israel requests changes to US military aid
US to boost aid from $24 to $30 billion over next 10 years. Washington now considering request to add regular annual sum instead of current additional 4%
And all of it illegal under the Arms Export Control Act which forbids giving military aid to nations developing nuclear weapons.

Two senior spokesmen for the Chinese government observed that China’s considerable holdings of US dollars and Treasury bonds “contributes a great deal to maintaining the position of the dollar as a reserve currency.”
Should the US proceed with sanctions intended to cause the Chinese currency to appreciate, “the Chinese central bank will be forced to sell dollars, which might lead to a mass depreciation of the dollar.”

WASHINGTON — The Bush administration has decided to supply billions of dollars in advanced new weapons to Saudi Arabia , other Arab allies of the United States and to Israel , senior State Department officials and congressional aides said Friday
The arms and aid package, which the officials said is to be announced on Monday, is part of a U.S. initiative to reassure worried allies in the Middle East that despite its troubles in Iraq , the United States remains committed to the region. It also is meant to send a signal of resolve to Iran's increasingly confident leaders.

Cheney Pushes Bush to Act on Iran
The balance in the internal White House debate over Iran has shifted back in favour of military action before President George Bush leaves office in 18 months, the Guardian has learned.
The shift follows an internal review involving the White House, the Pentagon and the state department over the last month. Although the Bush administration is in deep trouble over Iraq, it remains focused on Iran. A well-placed source in Washington said: “Bush is not going to leave office with Iran still in limbo.”

Iran demands oil pay in yen not dollars
This could well be the trigger for the U.S. / Israel attack on Iran.
The dollar was driven down against the Japanese yen this afternoon, hit by the news that Iran had asked Japan to pay for its oil purchases in the Japanese currency and not in dollars.
(The Brittish pound is now 2.00 against the dollar, and the dollar fell to an all time low against the Euro.)
Iran has sent a letter to Japanese refiners, signed by Ali A Arshi, the general manager of crude marketing and exports for Iran's national Iranian Oil Company, according to a report by Bloomberg.
The letter asks for yen payments "for any/all of your forthcoming Iranian crude oil liftings." The request is for all shipments "effective immediately".
Japan's oil payments to Iran rose 12 per cent last year to 1.24 trillion yen (£5 billion).

Only 28 "full" democracies in the world
Almost half the countries in the world can be classified as democratic but only 28 "full democracies", which are mostly developed nations with the exception of Uruguay and Costa Rica from Latin America according to the latest report from The Economist.
In "The World in 2007", the British weekly magazine analyzed the level of democracy in 167 countries with the five categories:
Electoral process and pluralism
Functioning of government
Political participation
Political culture and
Civil liberties.

Economist: US, Iran Low on Peace Index
WASHINGTON (AP) - The United States and Iran finished in a virtual dead heat, and way down the list, in a magazine's assessment of the peacefulness of 121 countries.
The United States placed 96th and Iran came in 97th on the global index released Wednesday by researchers at the Economist magazine.

Amnesty International Blasts U.S. War on Terrorism
The United States is treating the globe like one giant battlefield for its war on terror, eroding rights worldwide, a leading human rights group said Wednesday.
Amnesty International's Secretary-General Irene Khan said the United States and its allies' behavior was setting a destructive example for other nations, and that countries across the world were using the war on terror as an excuse to violate human rights and stifle dissent.
"One of the biggest blows to human rights has been the attempt of Western democratic states to roll back some fundamental principles of human rights - like the prohibition of torture," Khan told The Associated Press, speaking before the launch of her organization's annual report on the global state of human rights.

Israelis from across the political spectrum, emboldened by the interim report from the government’s Winograd Commission, which investigated Israel’s ill-fated assault on Lebanon, are expressing regrets over last summer’s conflict with their northern neighbor. Uproar over the way a relatively minor border incident managed to escalate into a full-scale war is leading to demands for Prime Minister Ehud Olmert’s resignation and other top government officials are under pressure or stepping down.
Meanwhile, in the United States Congress, leaders of both parties are not only still defending Israel’s decision to go to war, but its conduct of the war as well.

The Illogical War on Cocaine
The United States has been engaged in a “War on Drugs” since the Nixon era. Some wags quip “Yes, and drugs are winning!” Indeed, drugs will always win if the “drug war” is conducted in an unreasonable way.
The highest-profile program in the anti-drug effort is now in Colombia, in an attempt to “eliminate drugs at the source.” Fields of coca are sprayed with glyphosate herbicide from cropduster-type aircraft, killing coca plants and any other crops in the area.
The professed goal of “Plan Colombia” is to eliminate a large percentage of the cocaine that currently comes to the U.S. market, thus, according to the economic law of supply and demand, driving up the retail cost. If cocaine becomes more expensive, it is assumed that many users will opt out.*
Therein lies the over-arching logical failure in the program.

Italian Pay-off From Niger Forgery?
Italian journalists and parliamentary investigators are hot on the trail of how pre-Iraq War Italian forged documents were delivered to the White House alleging that Saddam Hussein had obtained yellowcake uranium ore from Niger.
New links implicating Italian companies and individuals with then-Prime Minister Silvio Berlusconi now raise the question of whether Berlusconi received a payback as part of the deal -- namely, a Pentagon contract to build the U.S. president's special fleet of helicopters.
The yellowcake story in the United States has long been linked to the ongoing investigation into the outing of CIA agent Valerie Plame. Plame's diplomat husband Joe Wilson had probed the Niger connection and concluded that the Bush administration was twisting intelligence reports to fit its case for war.

It's All About Al-Qaeda Again
President Bush is at odds with the American public and a restive congressional majority over the Iraq war, and even some Republicans talk about imposing new requirements that could trigger a troop withdrawal.
It's time to play the Qaeda card.
In a speech about Iraq yesterday morning at the Willard Hotel, the president mentioned Osama bin Laden's group -- 27 times. "For America, the decision we face in Iraq is not whether we ought to take sides in a civil war, it's whether we stay in the fight against the same international terrorist network that attacked us on 9/11," Bush told a group of construction contractors.

Total U.S. aid to Israel is approximately one-third of the American foreign-aid budget, even though Israel comprises just .001 percent of the world's population and already has one of the world's higher per capita incomes.
One estimate is the total average U.S. taxpayer cost for funding Israeli has been $23,240
The U.S. government may have given more federal aid to the average Israeli citizen in a given year than it has given to the average American citizen.

The Kucinich plan for Iraq
In November of 2006, after an October upsurge in violence in Iraq, the American people moved decisively to reject Republican rule, principally because of the conduct of the war. Democratic leaders well understand we regained control of the Congress because of the situation in Iraq.
